To strengthen the competitiveness of the Palestinian IT sector
Objectives:
Enhance the competitiveness of the Palestinian IT sector: By supporting the establishment of new IT service providers, the program aims to broaden the range of services offered by the Palestinian IT sector and increase its competitiveness in the global market.
Stimulate economic growth: Generate new revenue streams, create new jobs, and contribute to the overall economic development of the West Bank and Gaza.
Improve workforce skills: Facilitate access to a larger and more skilled workforce through partnerships with training and HR service providers.
Provide essential infrastructure: Equip new IT service providers with the necessary IT equipment and office facilities to successfully operate their businesses.
Overview:
The Pioneer program focuses on strengthening the competitiveness of the Palestinian IT sector by fostering a robust and competitive ecosystem. It aims to enhance firm capabilities, encourage private sector investments, and promote innovation and employment growth.
These objectives can be achieved through 4 different windows
PIONEER Windows
Overview:
This grant supports the growth of the Palestinian IT sector by fostering the establishment of new and innovative IT service companies in the West Bank and Gaza. It provides seed funding to entrepreneurs and companies launching IT services, covering startup costs such as business plan development, working capital, software development, market testing, and capacity building. The program encourages co-financing from banks and private investors, offering more favourable terms for women-led businesses and first-time entrepreneurs.

Foster innovation and entrepreneurship by developing new IT solutions and business models.
